Espresso Stand in Newly Annexed Area - A permit to construct an espresso stand at the corner of 35th Avenue and Seattle Hill Road (northeast quadrant) was applied for in Snohomish County just before the City annexed the property. Similar to the Wal-Mart scenario, since the application was submitted before the annexation was effective, the application is vested under County development regulations and will be processed administratively by Snohomish County. City staff has made comments on the proposed development and will monitor its progress, however, the City's ability to control the development is very limited. 9th Avenue SE Widening Project - Site work started on April 30th, and removal of the existing trees and sidewalk has been completed on the east side of the roadway. Traffic impacts are being mitigated as much as possible with a dedicated flagger and adjusting the signal timing to accommodate the daily work activities. However, significant traffic impacts will be unavoidable during the project due to the confined work space.
